shackle hitting frame

hey guys ive got a problem. on the drivers side of my 03 4X4 fx4 7.3 my leaf spring shackle is touching my frame and i feel everything on the road. now the passenger side has about an inch between and i looked and can only figure out is that the spring must be bent bc ive put the spring pack with the added leaf hoping that it would help give it more arch bc it did have a little of a frown but to no avail.
thought about getting another set of springs or the 1.5 inch shackles from open country.

btw truck was wrecked about 7 years ago but it didnt look like a problem then and the leaf looks to be in the correct possition and in my opinion i think it has to be the leaf is not arched anymore

How was the truck wrecked?

I dont see how the shackle could be touching the frame unless the frame is bent or the front mount is shot... From the factory these trucks have little to negative arch.
