I'm new to this thing so hang with me. I know that a good valve job and gasket matched intake and exhaust manifolds normally did more for the old Oliver idi diesels than a complete ported head. Unless it was a 310 cross flow head just a thought of mine.
I have been told the same, a good valve job, a little unshrouding and a port match will usually gain you the majority of what a full on port job will give you. Assuming your heads arent entirely too small that it.
All heads are different, and generally a gasket match does absolutely nothing for flow. A clean up of the seat-to-bowl transition usually nets a significant amount on any head, as well as getting the air to stick to the short side radius a little better (by making the radius larger) the most restrictive part of the whole tract is the area between the valve and seat, so that is why valve jobs can give big gains with the right angles... another good spot to clean up is the guide boss. As far as these IDI heads go, there is not going the be much benefit to reshaping the ports, just a simple valve job, some blending and smoothing will do just what we need, it isn't like we are working with factory stock SBF heads or something...
