I am looking at buying a 2000 7.3 and wanted to understand what differences there were from the 2000 7.3 to the 01-03 7.3s. What changes generated the extra horsepower and torque? Was this strictly a matter of computer updates or is there more to it?

They are the same...
Only differance is some interior improvements and PMR's in the 2001 up.
Each year from '00 to '03, Ford modified the programming on the ECU for these trucks. That is what caused the increase of torque / HP on a factory stock truck.
A chip will modify (tune) the parameters of the ECU to go beyond the factory capabilities. The best chips are programmed to the individual modifications of each truck, and can be reprogrammed as you modify the hardware of the truck (exhaust, turbos, injectors, etc.).
There are chips with "canned" tunes that assume you have not added or replaced any parts of your truck with better (or different) parts. Those types just attempt to get the best out of the factory setup, even if the factory setup doesn't exist on your truck.
Adding a custom chip to your truck is like adding a better video card to your computer, then adding a new game to take advantage of the better capabilities of the video card.
