Also, please discuss the "other" fees such as "clerical", "messenger" (for tags or registration that are in addition to the regular Motor Veh. Agency fees); and "documentation".
I find that too many folks negotiate a price (with the stipulation that tax, tags and "some" fees are additional) with sales then discover that clerical fees range up to $250.00.
And in some states, the "messenger" fee can be eliminated by picking up new plates or reg. the vehicle yourself.
Intresting, when I bought my new truck it did not have the sticker on it. It was in the glove box. The truck had 1000 miles on it, but according the salesman a truck is considered new until it has 1500 miles on it in this state. Since then the dealership has rubbed me the wrong way. I supose there is no way to prove that it wasn't on the window, but it wasn't. As a matter of fact I have the sticker in my file.
I have to be careful here, because these fees and charges vary greatly from one state to another. Here in New York, dealers are allowed to charge a customer a MAXIMUM of $20 (that's right- twenty dollars) for procuring a title and it's necessary paperwork. The title costs us $5, and a lien fee (if you're financing the vehicle through the dealer) is also 5 bucks. So that leaves $10 for our efforts: paperwork, going to DMV, paying off your old loan, mailing the new registration. Registration fees here are pretty reasonable, too: about $50/ year to register a SuperDuty. I understand CA's reg fees are unreal, and some states charge personal-use taxes every year (none in NY).
Now, I would imagine there are some states that allow a dealer to charge whatever the market will bear. But, no matter where you live, you always have the right ask upfront what these fees are going to be.

Technically, the sticker is supposed to be on the vehicle when you PURCHASE it, not necessarily when you take delivery. Once you've bought it, the dealer may (and should) remove it when cleaning the vehicle for pick-up. Often, the person at the plant in charge of putting these things on the window is not, well, the sharpest tool in the shed, if you catch my drift. They have a habit of putting them on the front passenger window, right in your line of sight. So, it's not unusual for a customer to remove the sticker for a test drive; I'm sure most customers are unaware of our FTC regulations. If this happens, the dealer is supposed to put the sticker back on the window. By the way, did you folks know that, if the sticker is damaged or missing, your dealer can get a brand-new replacement from Ford? I'm not sure how many years back this goes, but it has to be done through the dealer that originally sold the vehicle.

I got sis's Taurus's "clerical, messenger, and doc " fee down from $250.00 to about $70.00...this was the min. for the required state license and reg fee. The paperwork the dealer showed us had no $ amount in the "fee" section; I saw it coming as soon as the saleslady started writing the VIN on it.
Another dealer tried same on son's Ford contour a few yrs ago; again, we knew it was coming so we incl. the fees in the negotiation process (as well as the no - no add-on's...ESP, undercoating..etc)

Here in Kansas I pay the licensing and registration fees myself when I get the tags for the vehicle or transfer them from my old vehicle. I don't pay ANY fees but I have seen a few listed on the door stickers for suckers. I negotiate my price with the sales manager and when the finance people start talking fees and those other add ons I just refuse to pay any additional bogus "costs".

Is the great State of Kansas still car/truck inspection free?
Here in NJ, we are suffering as badly as the Colonists did in the 1700's under Brit taxes! We have vehicle license transfer fees/annual registration fees ... sales (6% on a lot of stuff incl. vehicles) and income taxes (2% and up!).

I sell in Iowa and we are not allowed by law to remove any window stickers (Pricing)that are put on the vehicle from the factory. As a matter of fact if they update the window sticker for a price reduction (right) or price increase we are to leave the old sticker on the vehicle also.
This does make the vehicle difficult to sell at the end of the model year if it has two or three stickers on it.
Kansas has a title inspection when a vehicle is purchased in another state and registered in Kansas. We have no smog checks here although every 5 or so years they talk about them.
We do have annual vehicle license fees and transfer fees. We also have annual personal property taxes on vehicles, 7% sales taxes on almost everything (food included) except prescriptions and a few other things, and income taxes.
