I noticed this on the back of my turbo today. I just cleaned the turbo 3 weeks ago. It is also coming out of my exhaust! It is leaking out of the clamp on the turbo.
White smoke would likely be antifreeze. EGR cooler is a common cause on these trucks. Pull EGR valve and look in the intake manifold for coolant in there to confirm or rule it out. Also be aware coolant in the combustion chamber makes steam and very high pressure that can blow the cylinder head gaskets or even hydrolock the engine. I would park it until you figure it out or repairs could get VERY expensive.

EGR delete is a personal preference. There have been more than a few long and heated threads on the issue. I put a bullet proof EGR cooler on mine. Un plugging the egr valve wont keep the cooler from leaking. Do you know if your truck is an early or late year '04? The earlier trucks have a round EGR cooler that was much stronger. The ICP sensor will be on the passenger side valve cover, sorta looks like a spark plug with two wires, if it's late year truck.
Some EGR deletes are pretty inexpensive (less than a new cooler). If you do find coolant under the EGR valve, the cooler probably failed because the oil cooler is stopped up. If you do the cooler replace or delete I would plan on changing the oil cooler also.

If its just starting to leak a little, coolant will mix with carbon and look like oil. I should have said look for it to be "wet". No leak at all will be dry chunks and soot.
The other reason for white smoke is fuel ( leaking injector or somthing) but exhaust will smell like fuel.
Head gasket leak is possible route for coolant to get into exhaust but pretty uncommon. It will usuially leak cylinder pressure into coolant system and cause over pressure of coolant system and coolant leaking from degas resivor .
Curious to know what you end up discovering here... I just put my truck in the shop for the same problem. Ran about two weeks with white exhaust only at initial start up in the morning, by the EGR valve was dry and no coolant loss until today. Today had a sudden and dramatic loss of coolant (not dry, but almost completely gone). Really don't have any clue what's causing it. I should know something by Monday night, so I'll post back here what they tell me in case it might help you, too...
I would think the problem is near the turbo, check the gaskets closest (out/inlet etc).. for leakage... perhaps the front timing cover? EGR Valve clean? Clean throttle plate? Sorry for coming into the conversation late but I would start here. Hope you get it fixed and let us know what you find!
