The larger wheel takes less turning/steering effort on a manual steering system. You can put just about any type of steering wheel onto your F-100 column.
Several yrs ago I replaced my stock wheel with a smaller one. used the padded foam wheel with chrome spokes. With manual steering I didn't notice it any more difficult to turn. The fact that the new wheel has a greater grip area, and something to hold on to helps to turn the wheel too. Also more leg room. With most new wheels you have to purchase the install kit too.
I really didn't want to replace the original steering wheel on my 77 F100 I wanted to keep it as original as possible, but it looked terrible, full of crack's. I replaced it with a Grant, crome spoke's and foam grip. It give's a touchier feel to the steering, but I've gotten used to it.
When I bought one of my '71 F250s it came with a foam 13" wheel. I couldn't stand it-it was the first thing to go. I had power steering in that one, so that wasn't an issue, it just seemed like every turn was a tap dance with my hands. Felt like I was playing the bongo drums...rat-a-tat-tat-tat, turn left; rat-a-tat-tat-tat, turn right. Plus I thought it looked ridiculous on a full size truck. I'd look into finding a later model column with tilt if it was me.
