Yes, tapering the ends or notching them gives a longer weld, and more holding power, but I have never heard of a patch causing a crack because of being welded all the way around. You can do it just on the horizontal and overhead, or just on the vertical, but the result wouldn't be as strong as welding all the way around. It could be that the book was refering to the length of the patch- I wouldn't weld along there, just on the ends.

Just an update. I found a guy I feel confident can do the repair. Going to take it to him and leave it this saturday. He has access to brakes and such so he can fabricate the metal to do it right.
