I had a code P1211, could oil in ICP connection cause that? I believe I've seen that if it has oil in connection it is bad and needs to be replaced. Truck is running fine and only throws the code when I'm pulling a hill with our 5th wheel.

I hope a new ICP sensor helps, but under those driving conditions don't be surprised if you still get the P1211 after installing a new ICP sensor. Your HPOP might not be able to deliver the HPO that the PCM is asking for.
Make sure you order an OE one. There are sellers on ebay who offer a less expensive alternative which is an OBS ICP with an adapter. The adapters are not the correct thread and you wil strip it out if you use it. I got mine from Tousley.

You can test the ICP
With engine running unplug the ICP. If the engine stumbles and recovers back to normal then it's working. If you unplug it and engine doesn't stumble and recover its bad.
I know it's not posted above but do you have a chip?
