cruise control servo

Does anyone know if the gears inside the cruise control servo should be able to turn by hand? Trying to deduce why my cruise won't work.

I am not sure but I believe it is not even supposed to be opened. I would start by checking the pressure switch on the master cylinder, then the cluth switch if you have a standard, then the brake switch. I would also look into the clock spring in the steering column. Lastly if all else checks out you can buy a cruise control servo from the local JY and try it. I got the steering wheel with the cruise buttons and the servo for 24 dollars when I added cruise to my truck.
