Problem appears to be solved. I replaced the rear toe links and voila. Used dorman part number 523-010 from rockauto.com

So far no more noise. You have to replace the entire assembly as they do not sell just the end (like a tie rod end). Likely because both ends can wear and it's easy to replace. Dropping the spare gives you tons of room to work.

Those don't wear out much so they're not high on the suspect list...good job finding it.

2007 NAVIGATOR Clunk,slap,crack sound rear left wheel.Only at slow speeds..Was told it was drum brake parts from emergency brake pads failing..Turned out to be a banded tire pressure sensor and band banging around in the tire..It was a cheap fix at the tire dealer..

I had a similar concern on my 06 Navigator, and I found the lower control arm outer ball joints(pillow ball type) were both loose, not a serviceable part for a Navigator supposedly, however dorman makes a replacement lower control arm ball joint for an 03-06 expedition, ordered them, installed with a ball joint press, and my noise was gone. Dealer wanted almost $1000 for each lower control arm, the ball joints I put in were $100 for the pair. Was a very tough noise to trace, but once fixed, it’s a different vehicle to drive now.
