Might be a boost leak.

checked clamps on lower boots and at intercooler none loose and look ok.no tears that i could see.i noticed that someone had to have the turbo off because if my searches are right stock turbo is a garret with a .84 housing.mine has a garret 1.00a housing and they have a hose clamp on the front of turbo where the intercooler tubes come off.so what kind of clamp should be on that?thanks for the help.

If you are seeing the 1.0A/R on the compressor housing then it is likely stock.

The turbine housing is what is .84 A/R.

As for the turbo outlet clamp it should be a v band clamp. Similar to this one

Your exhaust brake might be kicking in prematurely. I call my EBPV brake a "Snake Brake" because of the hissing.

Yes Turbine is the Exhaust pipe side, the Compressor is the Intake side.

I'm unfamiliar with the hardware of your engine brake controller, mine is in my tuner and I select it only when needed. Does yours have an adjustment?

i dont think so. no tuner.completely stock as i know of.i cleaned my ebps tube but i didnt drive it yet.would that affect it at all?when im barely on throttle to maintain the 25 mph is when i notice it.when going up a slight grade as i step on throttle it gets quieter and quieter then the turbo will start to whistle.by 30 mph its gone.

Another thing to consider is possibly the fan clutch? It is getting to be warmer now and when the clutch engages the fan is quite noisy.

Is the sound more of a hum or a whoosh like you were describing it. I have owned 3 7.3's and they all have some form of harmonic noise at low boost levels.

Under nearly all circumstances you will never hear the factory wastegate open on the 7.3. You could be hearing the EBPV(Exhaust Back Pressure Valve) like Tugly was referring too, you could try unplugging it at the pedestal to see if the sound goes away.

thats the plug towards bottom of pedestal right?come to think of that it is nearly the same sound as when you take off and that thing is still closed.why didnt i think of that earlier.could have saved you guys some time. now when i unplug it should truck be turned off and cold so it remains opened?i wanted to do something with that anyway.
thanks alot
