Does anyone have access to an electrical diagram for the starter circuit for a 2002 Navigator?
I have a Navi that sometimes doesn't want to start. Starter works great, starter solenoid and ignition switch is new. Sometimes you turn the key and the starter won't turn over. If you jump the solenoid with a screwdriver while the key is in the ignition the car starts right up.
How about the Digital Transmission Range (DTR) sensor (neutral safety switch) down on the tranny. If that's acting up then the starter will not turn. The next time it won't start (turn) shift into neutral and try again.
I don't have an 02 diagram but I do have an 01 diagram. I'm sure it's similar if not exact. There is a 2 page PDF of it attached to this message.

The 01 and 02 starter circuits are identical so the diagram Alloro posted is valid.
Is your vehicle equipped with any remote starter or security system? They can be notoriously flaky.
Which terminals on the starter relay did you jump? If you jumped the two large terminals, you just bypassed that relay. If you jumped the small terminal to the ALWAYS HOT battery feed, then , at least, you've proven the relay is working.
If your shift lever is sloppy, then the engagement of the DTR sensor will be random. Check the shift lever for excessive play.
The play in the shifter is fine, I replaced the solenoid recently. I jumped the two large terminals. I will double check the DTR and the wiring and the shifter cable shortly. I'll let you know what I find. Thanks for the help everyone!
