Bring that trailer over here. I'll show you what some simple modifications can do.

the 460 will suck just as hard core with horrible fuel mileage unless you upgrade it as well.

I had one of those also and it barely towed my single axle 12 foot enclosed trailer. got 6mpg with it.
To bad I didn't know what I know now about the 460, that thing could have been a beast.

Lot's of great posts here and info.

Tunes will help with shifting and performance.

But it sounds like you've got a stock exhaust in there and stock air.

These trucks, just like a 460, are a dog with stock air and exhaust.

V10's are nice, but I can out pull a v10 all day.
I did it with bad stock injectors and a bigger load when I first got my truck hauling hay.

An F-100 and trailer makes a combined 8,500 lbs??? That must be one heck of a trailer.

Anyway, grossing in at around 15,000 lbs, on a 10% grade, I'd think a stock the truck would do better. Was there a head wind by chance? That seems to kill my truck more than weight. I know I've towed around that much on 10% grades holding 60 in 4th w/o a head wind. Throw even a 10 mph head wind into the mix, and I'm down to 50 right away. It just makes too much drag for the truck with that kind of weight.

I don't have much in the way of mods on mine, but I tow heavy with it. I don't mind going 45 up a steep hill. I'm still getting better fuel economy in 3rd with the throttle held to the floor than a stock v10 gets running empty. Good luck with it.

Yeah it's an equipment trailer weighs 2800lbs empty and I had some lumber and wheels in the bed - no headwind, my 04 superduty V10 pulled this exact same f100 and trailer at 60 up the same grade and I averaged 12 mpg on that haul ... This "upgrade" I made to the psd seems to be a sidestep all around. I love the truck but damn! I don't want to sink another 2500 in it just to pull like my V10 did... Cheaper than changing trucks again probably.. - I make long hauls from the california to Oregon all the time and need to be able to get home faster than 45 mph in the siskiyous and coming out of grants pass.

I'd do in this order:
Gauges
Homemade IC
Tunes of your choice

Then I'd see how you like it. I would guess to say you will be much happier. Sunpro makes a very affordable set of gauges. Ic setup can be built for 300 dollars if you can Fab decent. And chip will run 350 to 500 depending on tuner.

The ic may not be needed but pulling the run you just motioned it will be a much cooler run.

Something else isn't right then.

Besides the fact of the 12mpg on the v10 which is ... Well. Almost unbelievable.

I know, the V10's get a horrible rap - I drove my buddy's '04 V10 and his was a dog with 3.73's with 37" tires mine had 4.10's with 38" tires and they were like two different trucks for being so similar in other aspects. but I honestly got 10-12 mpg no matter what loaded or unloaded (except above 3000' elevation then I got 8 mpg)... not to turn this into a V10 discussion.. I'll stop.

I went up the siskiyous mountain pass pulling my 16K 5er in my signature (minus the trailer) at 45mph with the mods in my signature. Talk about a head wind, anybody ever look at the front of a 5er? Its like pulling a parachute down the road.

I blew up my trans once (really twice) and rented a V10 to pull my truck to the shop to get it fixed. I thought the V10 was gutless.

I've towed with a V10 also, but it definitely didn't get 12mpg towing with it's 4.56 gears and 33s. It pulled decent, but wouldn't hang with my OBS pulling similar loads either... Of course my truck is pretty well modded...

I'd say if everything checks out (ICP is fine, no boost leaks, no drive pressure leaks, etc.), invest in a chip and see what you think. These older 7.3Ls weren't capable of more than probably 60hp over stock due to having really small stock injectors only capable of 98cc of fuel, but better shifts along with an added 40-50hp over stock will help you out quite a bit and should get you better mileage on top of that. Of course, you can go far beyond that like many of us have and usually result in leaving other trucks far behind when pulling hard unless you run into EGT problems which can be solved by more air, cooler air, and/or water injection.

Just for comparison, I just hauled a similar load with my truck a few weeks ago. An F-150 and some scrap metal on a fairly well built bumper pull trailer and I pulled across the scales for a gross weight of 13k lbs. So, my load was a little lighter than yours, but I had zero issues holding 65-70mph on hills in OD, no downshifting, EGTs at a brisk 1100* and I had power in reserve... Just goes to show what some modding can do. I'm sure if I loaded heavier I would get to a point where I had to slow down b/c of EGT's like Glenn does and like i used to with the stock turbo, but I don't haul as heavy as Glenn. LOL
