EVP Sensor vs. EGR Travel

For the '95 in the sig:

I have been trying to solve a slightly shaky idle, rich exhaust, and poor gas mileage for a while now.

I may have a problem with EVR valve and will be looking into it, but while diagnosing the EGR system, I came across a possible issue with the EVP sensor.

The EGR valve holds a vacuum without leaks. According to the Haynes manual, the sensor should read slightly less than 5kohms across VREF and EVP (mine does). Next, while applying vacuum, my sensor read no lower than 850 ohms (hit that at 10 in Hg and stayed there all the way to 20 in).

I then removed the sensor and manually checked the travel of the piston. Fully extended was around 5k and fully compressed it hit about 250 ohms (much closer to 100).

Also, it reads around 500 ohms across EVP and SIG RTN, where the manual states it should be slightly more than 100, but no lower.

Does anyone think I have a problem with the sensor?

Resistance @10"Hg should be 100 Ohms - it failed. Sounds like a problem to me. The EEC thinks it's never fully opening, so it may be holding it open too long to try to compensate for a nonexistent problem.
