Code P0446 and slow gas filling

I have had slow gas filling problems for a while now and recently had the check engine light come on and pulled code p0446. I located the vent hose in the back wheel well and it was clogged so I cleared debris from it and took the system apart and found some water in it so I cleaned everything out. I bench tested the vent valve to make sure it was working properly, it was. I put everything back together but am still getting the p0446 code and the tank still isn't filling properly. I know there is a purge valve in the engine bay, could it's malfunction be causing these problems? Any suggestions on what to check next?

What Escape is it? I think there's a filler neck TSB or something on some models.
