86 Ranger 2.9 crank pulley removal?

A co-worker is struggling with removing his crank pulley, he has used penetrating oil, heat, has a good puller, shocked the pulley with sharp hammer strikes, has left the puller on, under tension overnight to no avail.............IT WILL NOT BUDGE! The way the pulley is set up, you can only use 2 m-8x1.25 bolts out of the 4 holes available with a normal puller.........scary.
Is their something we are missing on these 2.9s crank pulleys?.......Never had one off before, normally, my first action with a 2.9 is to replace it with a 302.

Suggestions?
