Lifting a splash

I have a 1994 ford ranger splash extended cab 5 spd. Right now it sits very low, but I would like to put much bigger tires on it, so Im thinking I need to lift it, especially the front, which seems to sit lower than the back. What is the absolute cheapest method for doing this? Someone suggested blocks, but said that can only lift the rear. Also, how much should I lift it? Im not talking monster truck tires just something bigger than the 15 inchers on it now to get better traction, maybe a 17 or 18. I have friends who can put all this on if they knew how or what they need, so if anyone can point me in the right direction or give me any information it would be greatly appreciated. Please keep in mind I do not have a lot of money to spend on this.

woah, you dont have 15inch diameter tires. maybe the rims are 15 inch Id say get a 3 inch body lift, 4 inch suspension lift, and some 33 inch tires. thats a lot of money though.
