Are you paying for tethering service from the phone company?

You'd better check the specifics of your contract with your carrier as the contract is what determines what is permitted or not. For example, my Verizon contract specifically prohibits tethering unless you pay for the tethering option.

Call your provider.

You probably need updated drivers. Those will come from the phone manufacture, or the provider. I'd call tech support and see if you can get a link.

I think the confusion here is that, typically, when the term "tether" is used in relation to a cell phone, it's for those instances in which the phone is being used to connect the PC to the internet - like a modem...

Connecting a phone to a PC via USB for the purpose of transferring files, like pictures, is not the same and is typically not referred to as "tethering".

However, for the driver download, try here:

Do you have the disk that came with the phone? I guess you need something called "Mobile Phone Tools" (or something like that) in order for the phone to be "seen" on the PC...

Damn, what a screwball situation that is... My LG Optimus connects with no problem and no special software needed...

I use Easy Tether for USB tethering all the time on my Epic 4G Touch. (Sprint) Verizon probably blocks it from the Android Market (or Google Play Store as it's now called) but you can get it from the Amazon App Store. IIRC it costs 10 bucks for the full version.

Yep, you need to actually use a USB tethering app. It isn't just the razr that is free, every phone is free for USB. Just be aware that unless you have unlimited data still you will blow through 2GB of data FAST using it as a dedicated internet connection especially if you have LTE which is oftentimes faster than land based high speed depending on who you have and the time of day.

Or you can just use RadioComm to hack the NV items of your phone to allow free wifi tethering with absolutely 0 way for VZW to ever detect it...

ICS is out, just not for the Razr and it might be awhile before it arrives on the Razr which is still just on the consideration list to get it just like my D3 and the Bionic among others. Why not root now? Takes all of literally 2 minutes and getting rid of those ads, freezing bloatware, supercharging the RAM, loading custom themes and overclocking the CPU (if supported) are all benefits. My old Epic 4G was so hacked/tweaked it was not even funny and would still be running circles around the newer phones if the screen hadn't died and I hadn't wanted to leave boost mobile to come back to VZW. That thing was 1.4GHZ with a custom kernel, CM9, 100mb ram set free at all times, RAM supercharging scripts running, bloatware gone, self flashed to boost mobile, multiple saved Wimax addresses so I could jump onto 4G if I was ever in NYC or Philly and some other stuff I probably forgot...

But if your Razr has the setting... no idea why it isn't working as a USB tether. Probably is something on your computer's end if the phone itself is saying USB tethering is active. It'll be in the top status bar like it is with wifi tethering and it should notify you when a device connects, again, just like wifi tethering.

And if you do get sick and tired of waiting for ICS, just load an ICS based ROM onto your phone and you'll get all the goodies without having to wait.
