regulator recommendations
My Kobalt air regulator just decided to no longer regulate air, at least I can get full pressure. I will be doing some painting this summer and I need a decent one that filters and separates water as well. This will not be any show car paint jobs, just something good. I would like to keep the price around $100 but I'm open to any suggestions.

I would get a separate regulator and filter, not an all in one unit.
There are lots of brands out there, not exactly sure what all is good and not. I think mine are Watts, got them off ebay. Found a great deal on a pair of regulators that were new and never used. Around the same time found a nice used filter as well.
How big is your compressor? Is the garage piped for air? You want the filter and regulator sized for what you are doing, painting takes a fair amount of air, and its likely the cheapy one you had wouldn't have done well in the first place.

I have this:
Devilbiss HAR-602 FinishLine 120CFM Air Line Filter With 50CFM Regulator
No complaints (I do very little painting though).
