Dane lots of good info on E-trailer. But you can put dvom in plug ground and other lead to brakes. The harder you push brakes the higher the voltage . Should be close to 12 volts max brakes. If trailers arnt self adjusting brakes that can be your problem.brakes need adjusting.
I agree that you may need to adjust your drum brakes. I have never had enough brake power on my 6 trailers that I use regularly to lock up any of the wheels on asphalt but I do have plenty of stop power when I set the controller on 8-10. Nice thing is that I know I will never lock up my wheels.
Ideally I would like to know that I can lock them and then back it down from there but it's just not possible.
I don't think I would worry too much until I adjusted the trailer brakes so that the shoes in the drum are calibrated precisely, the wheel should have a slight restriction. So, jack up your trailer, adjust shoes so that they spin freely but you know the shoe is in contact with the drum.
Confirm that the wiring is not frayed, connections are solid, ground is good, and the gauge of wire is not too small. You could have something crazy like 22 gauge wire for power to the brakes where something like 10-14 would be better.

I have previously adjusted the brakes with no improvement in the situation. I know that the brakes work on the trailer and I realize it is not a lightweight trailer either, but I always get the impression while driving, that the truck is doing the majority of the braking. I will be taking a closer look at all the trailer wiring, etc. this weekend.
