Loose wire? Help?

Loose wire? Help?
I have a loose wire under my dash that I discovered after the following things happened:
1. Lost power to my instrument panel and all gauges.
2. Accelerator would not work.
3. Replaced fuse 45.
4. Fixed problems 1/2.
5. Check engine light came on after fix.
6. Pulled fuse panel and looked for any empty cuircuts- found none.
7. Put fuse panel back in place.
8. Check engine light went off.
Still have loose black wire coming off wire bundle second from bottom coming in from engine compartment. Black wire is four inches long into a 20 amp in- line fuse then about 10 inches of black wire past the fuse.
