I went to the Opti-Lube web site at opti-lube.com and selected the Summer / Winter blend link.
That page states:
Suggested Treatment Rates:
Summer/Warm Climate Blend: 1 to 1500 (1 ounce per 10 gallons of fuel)
Minimum treatment rate: 1 to 3000 (1 ounce per 20 gallons of fuel)
Maybe something has changed in the past 5 years, but according to the manufacturer, that's 1 oz per 20 gals min as opposed to the 1.11 oz / 26 gals stated in the study which is below the manufacturers minimum suggested treatment rate.
All I am saying is that their results may be skewed because they did not follow the manufacturers recommendations and that the results may be better than stated (or could be worse).
Then again, I have not researched any of the rest of their numbers and things may have changed in the past 5 years.

Math is below:
26 Gallons Diesel * 128 Oz per gallon = 3328 Oz of Diesel in the tank.
3328 Oz * 1:3000 = 3328 Oz / 3000 = 1.11 Oz, exactly what the Spicer study used.
To your point, however, if you follow the rounded up numbers that are printed on the side of the Optilube bottle and mentioned on their website of 1 Oz per 20 gallons that may improve the lubricity. I just wanted to point out the Spicer followed the recommendations to the letter.
