I'm working on a 1997 F-Super Duty that will start just fine while cold but no start cold

New glow plugs
Imjectors re o-ringed
New ford grey cps

So I hook up ae and it connects and scans all the sensors, according to the screen, but when I go into live tuning and pull up values they are all 0.0
When looking at the connector there are pins in the 2,4,5,10,13,16 locations
According to my research the pins are as follows
2 is data
5 is ground
10 is data
16 is power
I believe 4 is signal ground and I show 12.3 volts in pin 16 using both 4 and 5 as ground
What is pin 13? Am I right about pin 4?
How can I test for data coming across the two data pins?
2 ... is aux power in
4 ... is ground
5 ... is ground

16 .. is power
On OBS trucks you need to set up the AE different. I believe you need to select non-OBDII for it to work. I don't have AE but that is what I've heard on this site.
Is the F-super duty flashed with an OBDII compliant code? It wouldn't have been required since it is not a passenger rated vehicle (heavier GVWR). I don't know that this is the issue, but it seems like a valid question to me.
