That's a 69 casting with 60cc chambers and 1.84/1.54 valves.. which is better than what you find in late model heads, but these things predate unleaded gas so they will need to have hardened valve seats installed along with whatever other work they need to once again be usefull.

Is there anyway I can tell on a quick inspection if they have hardened seats installed?
You say that these are better than late model heads, how. They have a mild porting and roller rockers, dont know what type springs. Haven't looked at them. I want to install them on a 93 F250 351w 4wd used for towing a camper trailer. Looking to inatall a 444232 cam & long tube pacesetters. Does this sound like a workable set up? If these are not workable how about Dart 58cc 1.94Int/1.60Exh or 2.02Int/1.60exh

The Dart heads would be FAR better but I'd suggest the smaller valves with a stock motor as I'm pretty sure you will run into clearance problems with the larger valves.

The C9 heads outflow late model E7s but not by a whole lot.. maybe 10-15%, with some porting maybe they're 20% better, but those Darts flow double(100%) more than the stockers and won't cost much more if any than what it will to have the vintage heads refurbished. As far as identifying if a head has had the valve seats replaced I guess you need to look for signs of machine work, but the heads have to be dismantled for that of course.

I have several good sets of the old C9 castings and considered installing them myself....but....I came to the determination that there are better options. Like Paul said, the valve seats will need to be replaced with hardened if you plan on doing much driving. The performance gain over the stock E7 heads is minimal, plus, they are not set up for modern emissions, still use the older rail rocker design (no big deal) and use larger spark plugs (IIRC) which can create issues with fitting some stock exhaust manifolds in certain cases. I seem to remember something concerning the intake bolts and head bolt holes as well. I decided that I could just buy a used set of GT40's and get better flow with a lot less fuss and save the C9's for a vintage motor.

Honestly, if I ever have to pull the heads, I'll probably just home port the E7's and maybe install larger valves or 1.7 rockers. For my truck and budget, that would be plenty. If I ever built a stroker SBF or a more performance oriented/cammed motor, I would buy aftermarket without a question.

Here's a link to a pretty cool interactive flow comparison...

you should be able to see if hardened valve seats are installed without removing the valves. On the older heads they just machined the valve seat into the cast iron head and called it good. If new seats are installed they machine the head to accept the seat and you can see it in the comb chamber around the valve.
