ya looks that way to me. replace everything until you find the culprit?
All i did on mine to get better econ. full tune up, searched and found a few vacuum leaks in some very hard places to reach. Added a Ultraguage to monitor my fuel econ. This has paid for itself just by changing the way i drive. Just did the gots mod and have noticed a good increase in fuel econ with that as well. that mode will pay for itself in a tank easily. those huge tires are not helping you at all. if you want to gain fuel econ sell em or trade them off for something a little smaller

I was thinking the same thing. I read about 2 lines and decided it's easier to skip it.
