power Problems

I have a 1989 f-250 with a 7.3L diesel. No turbo.
I never get any black smoke no matter how hard I pull or throttle it.
I am only getting 10-12 mpg.
I was told this eg. should run around 3000rpm. I don't thank that is right.
How can improve this fuel mileage? I have already tried fuel additives.
And where is the horsepower (rpm) on this engines.

what gearing and tire size are you running.

i would think keeping the rpms down closer to 2000 would improve mileage
