Could be. Double check some things first. Work the turn signals and make sure all the proper bulbs are blinking. Try wiggling the turn-switch a little to see if it tries to work when you are holding the brake pedal down. It sure does sound like the turn-signal switch is messed up. It's the only place where the turn-signal circuit and the brake circuit can get mixed up.

I have the exact problem with my 2001 F150. I have been trying to find the problem for several weeks. I removed the turn signal switch and carefully checked it out. It is not the problem. And I doubt they are only $20.00. I believe it is some type of relay problem possibly related to the factory alarm, but I do not have a wiring diagram to chase it further. There is a complex flasher unit under the dash, but without the diagram I can not determine its exact purpose. If you find out the answer I would like to know. I will also let you know if I solve it.
