I would guess a phase, or ground tester. Play with it when it quits raining

 

Yea, found a manual online. That won't load haha. It seems it's a tester, resistance or circuit. Seems to be like one of those battery testers "" that just show red, yellow, green. Hoping to find how it actually works.
