Mine works fine, for me, as an exhaust brake.

Just did this yesterday while my turbo is off for up pipes. Would it hurt to remove the actuator arm or cut it off, and weld that hole shut?

From what i have read just remove snap ring and plug, remove actuator, either weld the little hole shut or tap it to whichever pipe thread is handy, and install plug and snap ring.

That easy huh? And will welding that hole **** interfere with the oiling of the turbo?

No it should not. I will be tackling my turbo hear in the next coulple of days, i will post my findings if anyone is interested. I too wondered what seperates the oil passage to the turbo itself from the EBPV. AS far as i can tell if the ebpv's electrical conection is unhooked and all a person does is plug/weld the hole where the rod comes out there should be no ill affects towards the turbo's oil supply. Either way i will do a small write up after i am finished. I hope to get a darn camera soon so i can post pictures. I have tried a few times with my "smart phone" but havent had any success.

I cut the entire plug and the wires off of my turbo. Gutted the butterfly and will remove the actuator and weld it shut sometime this week.

Right on. I might leave my butterfly intact, reason being i am gonna look into an air cylinder that i could possibly actuate the the butterfly with. I know it sounds dumb but it would be cheaper than buying a real exhaust brake.
