not meant to be smart a$$, ask your friendly state patrol officer at the local regional office. They usually have flyers on how to register a home made trailer/vehicle/motorcycle and other helpfull info about the legality of certaim "modifications".
NOTE: If you might think that you are going to "violate" one of the rules, then do the "asking" in another county.
