I have been experiencing a low brake pedal on my 1997 F250 HD. I'm definitely not losing fluid. The weird thing is that I can pump the brakes to make the pedal firmer when I'm just sitting in park. It also seems like the brakes lock up pretty easily. Could this be bad or leaky wheel cylinders? Any help is appreciated.

No, not if you aren't losing fluid. Sounds like the rear brake shoes haven't been self adjusting up like they should. That would be my first guess anyway.
Because your brakes lock up easily combined with a low pedal, I think of two things...
1) Power brake booster, do a google search to learn how to diagnose them.
2) Rear brake shoes are in bad need of correct adjustment.
As part of a diagnosis, disconnect & plug the vacuum line to the booster, see what happens with the brakes. Pedal still low & wheels lock up? Look at the rear brakes. All seems better (albeit non-power brakes) and the pedal is high again? Sounds like power booster has issues. I understand parts places will sell you a combo booster + master cylinder for not much more than just a master cylinder....
