Maybe check the fuse I want to say it is 31 for the range sensor Might go to the lock out as well...I know after my last install I had to adjust the linkage.

If you look under the column with the dash panel out you will see a little adjustable cable. Maybe that is it.

That little adjustable cable only moves the pointer.

How about a sensor on the brake pedal? Like if you try to move the shifter without pressing the brake?

Think there is a lock solenoid in the gearshift column that prevents from taking out of park until the brake is pressed.

On edit maybe you just need to adjust the cable at the transmission. Might sense you are in R.

The shift lock circuit is pretty simple. Here is the diagram for you.

Unplug the wires from the shift lock actuator and it should disable the locking feature. Gear shift will move with or without key on. I did this on my brother-in-law's '95 F250 when the same thing happened.
