When I had problmes like that it was b/c the cam I was running (E-cam) had too little vac and jacked up the fuel pressure and deliverly at idle. I was running 24lbs/hr's too. Mine would idle sure a bunch too.
I scored a Pro-Flow Optomizer for $75 and was able to tune the injector pulse width for Idle and WOT.

Well,i think i fixed it......I disconnected the battery cable for an hour and played around w/ the idle srew (set it at 900 rpm's) and watched the TPS voltage as i was adjusting.
