Heat, penetrating oil, and a very big breaker bar. With enough of those three it will come loose or break. Either way you can remove the spring.

If you don't have enough of those three you will have to cut the bolt off. A sawzall, grinder or hot wrench should do the trick. Bolts are cheap. Don't worry too much about saving it.

Since you are going to get new springs, a new set of bolts won't add that much more to the job. It's a good idea anyway.

Just cut it and be done with it. You'll spend all day heating it and accomplish nothing but melting the rubber bushing. Been there done that.

Pull out the hot wrench---it's cuttin' time

or play with it for a couple more days. Rust is a "female dog"

Yep, that's what I mean; oxy acetylene. Like these guys

Okay, so everybody doesn't have a cutting rig at the house. I was being a little tongue in cheek there. Really, if you can't get these bolts out then you're going to have to cut them. Use whatever cutting tool you have. I would just use the cutting torch because it's faster. But you do have the possibility of setting the truck, or yourself, on fire.
