Can somebody explain in detail how to remove that cover near the cupholders that gives access to the engine?

It has a clip on each side, but something else is holding it in up above - some kind of electronic box thing. What is the procedure to remove this cover? What is that box ?
randy the cover actually has 4 clips that hold it in. 2 each side one low and one higher up each side.you may need to feel the out line of the cover with your hand and follow it up under the dash.they could be hidden under a flap of carpet, but they are there.
even after these are all released the cover is still wedged in. the haynes manual says"rotate the engine cover downward and rear ward". also lifting up a bit on the lower lip and jiggling it alot helps. i don't think the box you spoke of actually holds it in place. it may be blocking it, but usually jiggling rotating and pulling downward does it. i have a 91. and even with all 4 clips are undone it was a challenge. mine has a floor shift, which has to be taked out of park to gain the extra room necessary to get the cover out.

I believe the electrical box thing there is the RABS module. And you do have to remove it to get the engine cover out. If I remember right there are just 2 screws that hold it in.
On my 95, there are only three clips holding the cover on. Two are on the passenger side and one on the driver side. The PCM (engine computer) is bolted up under the instrument panel directly above the access cover on mine. Yes, it needs to be unbolted, but it doesn't need to be disconnected - just let it dangle. Also if you have that useless too-shallow dual cupholder thing (loose change is about all it'll hold & I have the carpet stains to prove it), it needs to come off, too.
I have a '94 XLT, and Mine also onyl has 3 clips. I removed the cupholder (one screwe and a tug upward) and was able to get it off without taking unbolting anything under the dash... however, I cant seem to get it back on.. I will have to go check on taking that computer down.. hope that helps..
Out of curiosty, how long does it usually take to take the cover off and put it back on? I found a vacuum line dangling in the engine compartment (which would explain the rough running) that appears to go to the AC unit (hopefully explains why I only get air out of the defrost vents) that I need to attach back, and was wondering if it was something I could do on my lunch hour.
3 minutes to remove little black box under intrument panel.
30 seconds to remove useless cupholder from floor.
5 minutes to unclip 4 torsion clips and wrestle cover off of floor.
Up to an Hour screaming and cussing trying to get that sucker lined back up so you can re attach the 4 torsion clips so they actually lock and seal up the Interior from all of the engine fumes!!!
3 minutes to reattach the little black box under the instrument panel.
30 seconds to reattach useless cup holder to floor.
