That's your egr valve. There is a gasket just like the carb gasket under there, you should try to replace it while the carb's off, but it's a real pia to replace
There's also just a plain old gasket that goes between the intake and exhaust manifolds where they bolt together. You have to remove the entire manifold set to replace it. It comes with the intake/exhaust manifold when you buy a new one.
Warm up the engine, then spray carb cleaner around the base of the carb and and vacuum ports, listen for the engine to idle up if it does there is a vacuum leak were you are spraying. Timming would also be a good thing to check.
ok 90% sure #6 exhaust valve is stuck open. will verify in the morning. got the manifolds off. gasket wasnt in the best shape. got a full gasket kit. so once i determine for sure if the valve is stuck anyone know of a way to get it unstuck for the time being.. fully rebuilt heads go for less than 300 bucks so i think thats kinda a no brainer. but id like to get it unstuck for the time being so i can get a rebuilt head, clifford intake, carb, and efi manis. just wanna do it all in one shot. and this is suppose to be my daily driver.
