Watch Craigslist for somebody who gets an aftermarket bumper. (At least here in TX, they're pretty plentiful.)
This so absolutely true. I got a replacement bumper for my Excursion when my son had an accident when I let him barrow it in a moment of weakness. I got a brand new bumper for less than half price shipped to me in VA from TX. Of course that was in early 2000, but still I got a "New Take-off" tailgate with the built in step for waaaaay less than half price shipped to me in VA from OK for my '11 F250. It was brand new without one scratch on it, all it needs is paint and installation.
Just do a search on either Craig's List or eBay for a New Take-off bumper. There are tons of body companies that fleets use to modify their brand new fleet vehicles with work bodies and bumpers. You can get brand new beds, bumpers, and tailgates. Depending on what you need it may take a little time to find your year and model specific part, but a bumper should be a breeze.
