When you say only one side is working, you're referring to the running board lights, correct?

If yes, then I'm pretty sure (not 100%) that it's only one fuse for the running board lights.

If you have a volt meter, check to make sure you have power running to the side without lights. It's possible, though not probable, that all the lights burned out on one side.

The running boards on Excursions (and Expeditions) are known for having light issues. The water runs down the board and collects around the light sockets and/or the light sockets don't keep a good seal and moisture builds up inside. That corrodes the sockets eventually ruining the sockets.

My Expy didn't have this issue, but my Excursion had it when I bought it. The sockets (reflector, lens and socket/bulb) are replaceable, $15 for two - here is a listing:
Running Board Lights - Ford Excursion/F150 (Alpintech) RB-3000A | eBay

I have a few photos of them installed and they are great - maybe even a touch brighter than stock.
