E40D light flash and engine not running right/ Fuse issues

E40D light flash and engine not running right/ Fuse issues
It my Cousin's 94 Fsuperduty with tool box. It weight 12K pound with tools load. It had Turbo bank.
He bought last year from bad area city so I suspect truck been sit alot.
Issues he had for long time and able not fix.
E40D flash light all times. Not drive really good.
Engine had noisy injector I can feel though my finger when touch each injectors.
Not start until I poke GPR relay with screwdrive it fire and run.
Later when I left 5 months. Engine locked because oil. Only I can think is turbo leak since it was blow blue smoke when you rev.
He replace engine and E40D with junkyard. Now new issues.
He say it keep blew big fuse which is for glow plug and Injector pump.
E40D keep flash on shifter
Now it smoke white out exhaust. He say not sound right to him since he own 8 big Dump tri tandem axle with mechnaical and electric controlled diesel.
Now I am try find out what E40D code was. I couldn't find OBD1 on this 94 Fsuperduty to hook my Equus Innova 3145 - Digital Code Reader | O'Reilly Auto Parts

the 2 plugs for your scanner, are in clips (slide them down and out) up on the drivers side fender.look up around the hood hinge area.you'll see 'em.
sounds like he'll need to figure out whats going on with some electrical issues there.that's going to be tough trying to figure out 3rd person.
likely the old gal could use a tune up too to clear up the white smoke.

Actually last summer I went there to find out codes with my obd-1. I notice I couldn't find plugs that you describe it on driver fender. Only I remember saw ABS red plug that all.
I thought did 1994 Fsuper duty came with obd-1 or not?
I will check but I know he got from junkyard so hoping he didn't throw $$ on it.

Update
Someone actually cut that obd-1 big plug so we went get other plug from gas truck.
Code reader won't read it. Need picture of your plug it ECC plug. I notice other plug under driver foot near ashtray. What that for?
Fix transmission issues. It was cause 1 bad wire and 1 bulb plus fuse.
Still had issue with transmission when it go in 4th it wasn't shift you need wait or lift off pedal. I am think it tps issues. I never adjust before so I didn't do.
Engine had return kit leak little. I notice it pour blue smoke out when REV hard. Couple of hard rev it died then restart start it run.
glow plugs system is mess. Turn key for WTS the solenoid would click I think up 20-30 times. I notice white wiring on solenoid was up/down not steady. We end use manual button so I told him hold for 10 second then it should start.
