My truck is an early '99. #28 under the hood is Trailer Tow Electric Brake Controller, #28 under the dash is for Vacuum Pump Motor among other things.
So with everyone saying that it was #28 fuse under the dash I started digging a little farther. My test light won't fit in the little hole for the fuse prong so I put a paper clip around it and stuck it in the hole and the light came on!!! But the fuse wouldn't stay in there so I removed the fuse box from the truck but couldn't get internal to try and squeeze the terminal together(dang it all that work for nothing). I ended up bending the prongs on fuse,one up the other down and it made just enough resistance so that it stays in and the vacuum pump now turns ON, pulls vacuum and then shuts off.
Thanks guys for time and knowledge!!! Now my feet won't freeze.
I didn't bypass the ESOF module but it is plugged of by the vacuum canister. I think the problem is power related ! I don't know what fuses to check because the truck is an early '99.
I just found the vacuum diagram in my computer, let me know if the above didn't fix the whole problem.
