2002 excursion pats

i swaped out a 6.8 for a 5.4 that i had laying around, wont start, i used the 5.4 pcm, pats wont let it start, any help please

i tried waiting, i have the original pats key, it just dont recognize the pcm it was at dealer today they think i need a pats pcm, but not sure, this is new to them some one changing from v10 to v8, it cant be rocket science,

after tracing wires from pats transponder their appears to be 4 wires to key switch, 2 wires to plug in adapter for code reading & programing, and 2 wires to instrument cluster and 2 wires to pcm, does any one know if the 2 wires to pcm just close the circuit?
