2005 powerstroke no-start

Last night I drove my truck home and parked it, everything working fine... got up today to go to work and the truck would crank, but not start. It didn't try to start (no close starts, just straight cold cranking) Using my superchips tuner, I got code P0528 "Fan Speed Sens Circ No Sig" I wiggled the plug near the fan shroud and try to start the truck again, same problem, but no codes came up... while crancking more with the other truck jumper cables attached, I got TBC Fault on the dash. What can I do to fix my truck?

(New batteries two months ago, oil change last week, )

Found it, My FICM is only pushing 11 volts instead of the required 45+ volts.... Which makes me mad because I had it repaired last year....
