When I turn the lights on, the 3rd brake light illuminates and the brake lights appear to be brighter (like my foot is on the brake pedal). I do notice they all get a little brighter when I do press the brake pedal, but without the lights actually being turned on, they act normally - they don't illuminate unless I do press the brake pedal.
faulty ground? faulty switch? Anyone seen this before?

I'm kinda confused by your description. The 3rd brake light and rear brake lights only illuminate when you step on the brake pedal, so they cannot be illuminated when you don't.
Double filament taillamp bulb: One filament is used for the taillamps, the other for the brake lights and turn signals.
Guess I shouldn't have assumed that folks would realize that since I was asking this question on a Bronco forum that it applies to my Bronco...sorry. This problem is with my '96 Bronco.
Let me try to simplify my description of the problem.
Lights off...brake lamps (tail light and 3rd brake light) light up when I press the brake pedal, but are not lit up if my foot is off the brake pedal...
Lights on... brake lamps and 3rd brake light are lit up without pressing the brake pedal. The 3rd brake light appears to get a little brighter when I press the brake pedal but the tail lamp brake filaments seem to be lit whether or not my foot is on the pedal.
Sounds like you might have a bad ground. With the lights turned on, the system may be trying to find a good ground thru the brake light system. Otherwise the systems are not tied together.
Thanks AZPete - next time I'm able to get it on a lift (later this week)...I'll check all the grounds that I can find and see if I can track it down...I HATE electrical gremlins.
