no oil pressure

I have a 84 f-250 with a 6.9 diesel. Recently i rebuilt the engine and now i go to start it and i have no oil pressure. I got a brand new oil pump for it, checked the oil plugs and i still have no oil pressure. Does anyone have any ideas?

How do you know you don't have any oil pressure? Some people rely on the factory guage, which is not known to be the most accurate to diagnose problems.

I set up a very accurate guage to test the oil pressure and it had none. When the engine ran, it ran very rough and sounded bad. I took the valve covers off and it was dry when it was suppose to have oil. the lower end of the motor got oil but the top has no oil at all.
