That should be your GPR

GPR Located btm left of this pic

Your batts may be the issue. Check that first.

Does it turn over at 200-300 rpms?
Is it smoking out the exhaust while cranking?

Check all your wiring to the starter, batt terminals and grounds. Then try jumping the starter relay on the pass side fender. If still nothing, i'd suspect a bad starter.

Try unplugging the EBPV and see if the noise stops. The EBPV wile it is actuated off oil pressure is run by an electronic solenoid. I am wondering if that is what you're hearing when you hit the key. If that is it, I don't think there is any reason to be worried about it and I am SURE that isn't what is keeping the truck from starting.

Give us some more info. You say the truck won't start... does it crank over or just click when you turn the key? If it does crank, do you get any smoke out the tailpipe? Do you see the tachometer move at all while it is cranking? Does your Wait To Start (WTS) light come on when you turn the key to the run position? Answer these questions and we will at least be headed in the right direction.

Yes it cranks over but doesn't start and there is white exhaust coming up and the tach goes up to one or two hundred rpm. The wait to start light does come on. Everything functions like it normally does it just doesn't start. Also, checked the HPOP reservoir and the reservoir was low so we added a quart of oil until it was full. Tried starting the truck again and it drained out about an inch and a half of oil out of that reservoir. Also disconnected the ICP plug and that made no difference at all. Will go check the one you suggested to see if that is where the noise is coming from. I could swear the noise is coming from the fuel pump though.

Could be damaged fuel pump (internal).
Check fuel pressure while cranking to verify, should be 20 PSI min.

OP, how cold is it where you are right now? If it is cold, it's possible that your Glow Plug Relay is shot and that is all it is. Try plugging the truck in for a couple hours and then try it again. Or you can use a screwdriver or wrench to jump the two large posts on the GPR to eachother for 10 seconds or so and they try starting it.
