If it is truly the "romps" at start up it is usually an electrical signal issue . May be due to the ICP sensor or wire as I said , or a slow to respond IPR also .. The PCM can't see fuel pressure . SLow up and down idle can be from something as simple as a plugged FPR screen ...

That's not just your humble opinion, that's how it works. Glow plugs cycling on and of is NOT, contrary to the previous post, normal! They're programmed to go on, stay on for a few seconds to up to two minutes, then shut off. If they're cycling on and off, that's probably because the glow plugs are pulling too much current, and overloading the relay, and it's cutting itself out.
But in the OP's case, if it's only romping 4-5 times, it's probably not this anyway. Sounds more like a fuel pressure / HP oil pressure thing. Might be worth checking the level of the HPOP reservoir and/or the fuel bowl before a startup sometime.
