Metal clips on the outside bottom corners of the rear bumper that secure the bottom corners

How do you pop these off? I want to drill out the holes and hand some high powered backup lights off each corner of my rear bumper; 2008 F350; They seem to be hardened steel of some sort in that my drill refuses to cut through; (with cutting oil of course; I tried wedging a flat nose screwdriver in there and prying the c apart but that didn't work; Thanks for your help
