all back together and ended up blowing a rocker arm...fixed that problem.....
now its still in the shop, heres what i am seeing
cold start white/blue smoke smells like diesel fuel bad
has hard time starting oil pressure takes a bit to come up
idles at normal range but acts like someone bumps the accelerator every once in a while
next went to back it out of the shop..pushed the peddle and it would barely
move
still doggy at first when you rev it but then after that all the power in the world....cept when you let off put it in drive or reverse....it wont go.....rpms wont even come up
Try searching the forum for "dead pedal" and "surging" symptoms. Don't know about the smoking at start up, but it sounds like you may have more issues with wiring. My 04 exhibited similar symptoms as yours, but also would die occasionally. It turned out to be a wire connection. For more info on mine, click on my name and read some of my posts about it.

Its not the HPOP when the pump goes on an 03 it blows the BB out and it wont start ever till you throw a HPOP at it it could have bad endplay in the pump but since it ran fine B4 the work we will say its ok
Surge to me usually means ICP sensor or Turbo VGT relaited

but any who..... using a verus scanner $10,000 machine maybe it was in psi i cant be sure....
