It could possibly be the Passenger Air Bag On/off key switch. Had the same problem.
If you count the long short flashes before it remains on, this will give you the "code" as to the problem. Somewhere in this forum are the code descriptions.
The "codes" you need to read are in the airbag module, and can't be read by a standard off-the-shelf code reader.
I'm willing to bet that the clockspring behind the steering wheel has broken... or the air-bag off-switch for the passenger side has a blown idiot light.

The passenger side light isnt coming on. So a blown bulb will do that?
