There is no vacuum applied to the EGR under idle conditions. It's supposed to be closed.

Go to http://www.motorcraftservice.com/, select Quick Guides on the left menu, then scroll down to the bottom of the page, select VECI Labels. Use the pulldowns to select Year, Vehicle and engine. Once that is complete you will see a list of calibration codes, select the one listed on your vehicle or select one from random. Look at the vacuum diagrams. That should help you a little.
